Some answer reminded me I should post the solution here:
The reason was very stupid and showed me I should deal with SQL*Net / Net8...
I had treated the target host's tnsnames.ora by copying a section and just changing the instnce names. My wrong CONNECT_DATA clause was:
(CONNECT_DATA =
(SERVICE_NAME = des21)
)
It works fine after I compared my working local tnsnames.ora and the one on my target server in detail and changing this section to:
(CONNECT_DATA =
(SID = des21)
)
Life can be so easy...
