Do you have Net8 protocol installed on the client system? Do you have the ORACLE_HOME environment variable set on the client system to point to home directory of oracle net8 protocol installation? Do you have properly set the tnsnames.ora file? Does the TNSPING utility ping the remote computer? Is there any firewall between the server and client?

There may be other issues to be solved.
