Question about oracle revision control in manufacturing

I have been reading the Oracle doc and have some concerns about how Oracle does revision control

You can define revision numbers for items, bills, and routings.

Apparently, these numbers are all indepdendent of one another.

You receive an item into inventory based on the revision number on the item master.

But I see no way to enter a job to build a specific revision level of an item. The job uses specific rev levels of a bill and routing, but nowhere do I see the link to the rev level of the item master.

Did Oracle blow revision control guys?
