REP-1219 'R1' has no size -- length or width is zero

I have a repeating frame around a matrix type report which gives the above error when I try to run it. The error is very explicit but visually not true. The frame 'R1' was originally created with a wizard and has been deleted and recreated manually, resized, etc. but the error persists. I have deleted the frame, saved the report, opened it and recreated the frame and used 'arrange' to position its correct level (confirmed in the hierarchical display of 'Layout' of 'Object Navigator'). If I create another frame around it and then delete 'R1', the new frame inherits the error. It seems that any frame with any name in this position gives this error. I have tried deleting the 'Layout' completely and starting again but it comes back! It seems like a bug. Any ideas?
ps. I'm sure that many have had the problem when resizing a frame that it jumps to include everything on the page. Is there an explanation/solution?
